The Department of Parks and Recreation would like to notify residents that the Aquatic Center, located at 501 SE 6 Avenue, will be closed on Saturday, October 9, 2021 , for a scheduled Dolphins Recreational Swim Meet. The Aquatic Center will reopen for regularly scheduled hours, Sunday, October 10, 2021. We apologize for any inconvenience and thank you for your understanding.

Kidnapper arrested in Deerfield

Broward Sheriff’s Office SWAT/Fugitive Unit detectives and the U.S. Marshals Fugitive Task Force arrested Max Carias-Carrilo for kidnapping two children in Deerfield Beach.
 
BSO Special Victims Unit detectives led a coordinated operation with the collaboration of the U.S. Marshals Fugitive Task Force, BSO SWAT, Homeland Security Investigations and the Miami Police Department to locate Carias-Carrilo. Detectives found him at a hotel in Miami shortly before 5:30 p.m. on Tuesday, Sept. 7. Investigators said his car was packed with his belongings, and he appeared to have no plans to surrender. 
 
On Aug. 27, at approximately 8:19 p.m., BSO deputies and Broward Sheriff Fire Rescue responded to an emergency call for medical assistance in the 4400 block of Crystal Lake Drive in Deerfield Beach. On scene, emergency crews made contact with an adult female victim suffering from multiple injuries. 
 
Through further investigation, deputies learned the victim, who was transported to a local hospital to be treated for her injuries, had been assaulted by Carias-Carrilo. Detectives later determined Carias-Carrilo had taken 5-year-old Zaynah Obidy and 6-year-old Zain Obidy from the residence. 
 
During the search for the siblings, detectives requested that the Florida Department of Law Enforcement issue a statewide AMBER Alert. On Saturday, Aug. 28, the BSO Special Victims Unit located the children. They were in good condition and were reunited with their family. 
 
Carias-Carrilo is currently being held without bond at the BSO Main Jail and faces two counts of armed kidnapping for the incident involving Zaynah and Zain on Aug. 27 in Deerfield Beach. He also faces an additional count of aggravated battery with a weapon.

Community Health & Wellness Fair

On September 11, Zion Lutheran was the site of a Community Health & Wellness Fair. Tents took over the parking lot filled with plenty of health information and other information on everything from children’s services to Hospice care. The Kiwanis Club and their Key Club was there as well. Mayor Bill Ganz and Commissioner Drosky were among those in attendance at the opening ceremony as the event began. 

The event was held in memory of Alexis J. Marion, who took her life in February 2020. Her parents, Mari and Michael were at the fair. Mari said that when Alexis was struggling, the city and Broward Sheriff’s Office were there for them, something for which she is very thankful, but she found that certain other mental health organizations and services were not. That is something that they continue to bring up — the need for there to be services available when needed. “When kids need help, show up,” she said. “All kids just want to be heard.” She said they wanted to make sure this never happens to another family. 

That is a reason they support Deerfield Beach Community Cares. Executive Director of the group, Joel Smith, said his goal to be at events like this one is to listen to the community and determine what the people’s needs are and how he can match providers with those who need the services. He had people fill out a survey asking what types of programs they would like to see and how they handle situations like stress in their life.

9/11 A Day For Honoring Our Heroes

ShotSpotter® Alert leads to arrest of convicted felon in Pompano Beach

Two ShotSpotter alerts led Broward Sheriff’s Office Pompano Beach District deputies to a convicted felon who was arrested for possessing a firearm.  
 
At approximately 1:41 a.m. on Monday, August 23, BSO district deputies responded to a ShotSpotter alert of four shots fired in the 2600 block of NW 5 Street in Pompano Beach. Broward County Regional Communications did not receive any 911 calls advising of the gunfire. Shortly after, a second ShotSpotter alert recorded an additional four shots fired, this time in the 2800 block of Northwest 5th Street in the same district. Again, no 911 calls were received.
 
BSO’s Aviation and K9 units responded to the scene. A preliminary investigation revealed that an occupant of a 2005 black Toyota Corolla shot a firearm into the air. BSO’s Aviation Unit hovered in the sky and, combining high-level technology on the ground with strategic law enforcement capability in the air, identified and tracked the vehicle. The driver of the 2005 black Honda, Elmer Rodriguez Navarro, crashed in the 3100 block and Northwest 19th Street. There were no injuries in that crash.
 
BSO district deputies arrested Rodriguez Navarro, a convicted felon forbidden to possess a firearm. Detectives located a gun and shell casings inside his vehicle. Rodriguez Navarro now faces several charges, including possession of a weapon by a convicted felon and possession  of cocaine and cannabis with intent to sell. 
 
There were no injuries as a result of the gunfire. The investigation continues. BSO reminds the public to always dial 911 to report incidents of gunfire.

Floodplain Public Notice

In accordance with the requirements of Executive Order 11988, and as outlined in the Department of Housing and Urban Development’s Environmental Review Procedures for Community Development Block Grant (CDBG) Program (24 CFR Part 58), this is a public notice providing the opportunity for early public review of the City of Deerfield Beach to determine the potential affect that its activity in the floodplain and wetland will have on the human environment for programs within the FY 2021/2022 Annual Action Plan.
 
Approximately $704,090 (CDBG) in FY 2021/2022 funds will be used for activities that may be located within the floodplains in the City of Deerfield Beach Florida, including citywide residential rehabilitation program, purchase assistance and Oveta McKeithen Recreational Complex Playground improvements. These activities are designed to service low and moderate-income residents in the City.
 
The proposed activities may be located within flood boundaries designated VE Zones, Zones A (100-Year), and B (500-Year). Proposed activities will be in conformance with all applicable floodplain protection standards, including the local building code.
 
Written comments concerning this notice should be submitted to the City of Deerfield Beach Community Development Department at 325 NW 2 Avenue, Deerfield Beach, FL 33441 on or before Friday, Sept. 3.

NE 3rd Avenue “Quick Build” Workshop — August 26

The City of Deerfield Beach is partnering with the Broward Metropolitan Planning Organization to temporarily redesign  NE 3rd Avenue between Sample Road and NE 44th Street. The aim is to make it a safer and more comfortable street for bicyclists, pedestrians, and drivers based on input provided by you, the community! This temporary project, also known as a “QuickBuild” project, will transform NE 3rd Avenue for six months at a lower cost than permanent improvements. The project will be evaluated so that the project team and community can see what works (and what doesn’t!) for a future, long-term solution to the street. The project is being undertaken with the generous support of AARP Florida through its Community Challenge grant program.

DB City Facilities Closed for Labor Day

All Deerfield Beach city facilities will be closed on Monday, September 6, 2021 , in observance of Labor Day.  The Aquatic Center will be open for Holiday Hours, 9 a.m. to 4 p.m., and the International Fishing Pier will be open normal operating hours 6 a.m. to 11 p.m..
 
Solid Waste pick-up will remain on its normal schedule. Residents are encouraged to put their containers out the night before to ensure collection . 
 
While residents who choose to continue recycling can bring all program recyclable materials to the City’s Recycling Drop-Off Center , please note the center will be closed Monday, September 6, 2021 .
